Expanding our regional reach
At the Residential Development Summit last week, Property Council’s Head of Advocacy Katherine Wilson, gave a quick update on the latest advocacy work and initiatives, including the launch of four new regional taskforces!
These volunteer-led groups will focus on key local government issues – like Annual Plans, Development Contribution Policy Reviews, and Plan Changes – giving members a flexible way to contribute without the commitment of regular meetings.

Hutt City Council Sustainable Growth Strategy 2025-2055
We supported the Hutt City’s Sustainable Growth Strategy 2025-2055. However, we would like to see a more pragmatic and collaborative approach to developing a future national adaptation and natural hazards plan.

We supported Auckland Council’s Annual Plan and congratulated Auckland Council for creating consistency by staying the course of what the Council agreed to do through the Long-term Plan 2024-2034.

Christchurch City Council Development Contributions Policy
Property Council is deeply concerned about the impact of the proposed development contributions on housing supply and affordability in Christchurch. The Draft DC Policy was released prior to Central Government’s announcement to overhaul development contribution fees and replace them with developer levies. Legislation enabling development levies will occur in September 2025, only six months away. In light of this, we recommended that Christchurch City Council pause its development contributions review until the new levy system is in place.

Property Council was concerned about the cumulative costs and fees being imposed on businesses, as well as the significant traffic management issues in the City Centre, as this impacts Christchurch’s appeal as an attractive destination for investment.

Survey on recognising high quality overseas certified building products and standards
The Ministry of Business, Innovation, and Employment (MBIE) is seeking industry input on the content of new regulations needed to implement the Building (Overseas Building Products, Standards, and Certification Schemes) Amendment Bill. The regulations will contain the decision-making criteria which must be satisfied for an overseas certified building product or standard to be recognised for use in New Zealand.
MBIE is seeking feedback on the proposed criteria before the regulations are finalised in the third quarter of 2025. If you are interested in taking part, the survey will be open until 5pm Thursday, 17 April 2025.
